CQC is replacing its quality statements with sector-specific frameworks built on Key Lines of Enquiry. All 26 KLOEs, their topic areas and their full four-level rating descriptors are now live inside INTENTIQ — alongside 120 real findings taken from published inspection reports.
Please read: the framework described on this page is CQC’s draft “Primary care and community services” framework (V6.0). It is not yet in force. We have built to the draft deliberately, so our clinics are ready before it lands rather than after. Every screen inside INTENTIQ carries the same draft label, and we will update the content if CQC changes it.
KLOEs are back — and this time they are scored
The single assessment framework asked clinics to evidence 34 quality statements. Its replacement returns to Key Lines of Enquiry — 26 of them — and each one carries a published four-level rating rubric: Outstanding, Good, Requires improvement, Inadequate. For the first time you can read, in CQC’s own words, exactly what separates one rating from the next. INTENTIQ now holds all of it.

We read 186 published CQC inspection reports covering clinics like yours and pulled out every action a provider was told to take. After removing duplicates, 120 distinct findings remain, each tagged to the regulation behind it.
The pattern is unambiguous. Good governance and safe care and treatment dominate — followed by training and competency, and record keeping. These are not guesses about inspection risk. They are the findings inspectors have already recorded, and you can self-assess against every one of them before anyone visits.

Your regulation register hasn’t gone anywhere
Regulations and KLOEs are two different views of the same evidence, so INTENTIQ keeps both. Your existing register still maps every regulation from 3 to 20A, with status, evidence sufficiency and gap actions. The KLOE register runs alongside it. Until CQC confirms a live date, you can work in whichever view your governance meeting expects.
